Born and raised in Houston's Acres Homes community, Turner overcame humble beginnings to achieve an illustrious career in public service. He earned a degree from the University of Houston and later graduated from Harvard Law School. In 1988, Turner began a 27-year tenure in the Texas House of Representatives, where he was known for his advocacy on education and healthcare issues.
In 2015, Turner was elected as Houston's mayor, serving two terms until 2024. His leadership during natural disasters, including Hurricane Harvey in 2017, was widely praised. He also focused on improving city infrastructure and public safety.
